The UAE protects copyright under Federal Decree-Law No. 38 of 2021 on Copyright and Neighboring Rights, which took effect in January 2022. Protection arises automatically upon creation of an original work — no registration, publication, or formal notice is required for copyright to exist, and the UAE's membership in the Berne Convention means protected works are also recognized in other member countries.
Protection covers literary, artistic, and scientific works, including books, articles, software, databases, photographs, and audiovisual works. The law distinguishes between economic rights (the right to exploit the work commercially) and moral rights (the right to be credited as the author and to object to distortion of the work), with moral rights remaining with the author even after economic rights are transferred.
Although registration is not required, registering a work with the Ministry of Economy creates official evidence of authorship and ownership, which is often decisive in a dispute and is sometimes required by counterparties in licensing or commercial deals.
